@mikallink no it shows that some guy at home setting on his couch was able to make a Mario level in LBP within a week of the open beta before the game even came out.

No, to create good levels it does. But the reason as to why the tools are complicated is ironically due to the innovativeness you can put into a level. No other game or developer has ever made such a great editing tool that is this easy to use.
