if u still have this trouble, try adding 32gb of pagefile, for me min and max both set to 32gb is fine, I'm using i5-9400f 16gb 2666hz ram and getting 50-70 in streets, no stutter, hope this help

???? all of u in comments have some problems with ur pc Ive a 2070 and a 9700k oc'd to 4.9ghz and I never ever drop below 70fps always stay on like 80-100

Its all in the ram, you need 32gb on streets for it to be playable
