Cobra isn't a combat maneuver, it's conception contradicts with basics of close air combat - you need energy to fight. What's the point in losing energy? Besides, while you're going to be preparing for a cobra and bleed more and more energy, enemy will just gun you down because you will eventually lose so much energy, you won't be able to dodge any burst from machinegun.
