I have a theory, after the events of Clear sky when the entire faction and a few duty members where turned into members of the monolith. Lebedev was there when the whole deal went bust and since he originally worked on CC project he was probably given the chance to join and probably thought that he could help affect the noosphere more than the others because of his understanding of it. And the fact that the hologram looks and sounds like him only furthers my theory.
