Mr. Satan actually did a lot in the series. He saved Vegeta that one time, he threw 16s head to Gohan, he befriended Majin Buu, he helped Goku reach out to the people of Earth to beat Kid Buu, he takes care of Videl and stood up to Spopovich to protect her, etc. He's also a capable fighter and he's very strong, (he won the World Martial Arts Tournament when Goku and his friends stopped going,) he's just not useful against the kinds of enemies the protagonists go up against, unlike Krillin.

To be fair, supreme kai IS strong enough to one tap freeza, and HE was the strongest lifeform in the universe at the time. PLUS, it's more likely that the kami part of piccolo recognised him as divine and extremely important, rather than incredibly strong.

Once Super came out he looked more and more incompetent it was getting real sad.

Supreme Kai is such a disappointment cause he comes in immediately fronting like a god, scaring Piccilo (Kami), yet every episode he starts to unravel as him and his jobber Kibito get outclassed by every fighter around him. He progressively looks more and more wimpy, and does absolutely no work in the entire saga.
