Quickly looking around I was not able to find the OSHA document but I believe that certain types of dust that are either large enough or don't aerosolize well are safe to work with without a respirator. Cetainly if the stuff is getting in the air its not a good idea to breath it though.

The people conducting this procedure with a fine nylon powder are shown without protection for skin, eyes, and respiratory tract. The powder can be seen from time to time puffing as a briefly visible cloud in the air, and coating the person's hands and arms. Is the lack of protection really a good idea?
